Three lonely strangers meet at their department store jobs and find solace in each other's company while they explore connection and the nature of love.
Manager Zo, an agent of the South Korean National Intelligence Service (NIS) discovers crucial information while collecting intel on North Korea's movements. While dispatched in Southeast Asia, his North Korean informant (HUMINT) provides him with intel that leads him to Vladivostok. However, she faces an untimely death, only leaving him with clues. Coincidentally, North Korean Ministry of State Security dispatches Captain Park Geon to investigate a missing person case in Vladivostok. However, the North Korean Consul General of Vladivostok, Hwang Chi-seong feels threatened by Geon's investigation. He looks for dirt in hopes to get rid of Geon and discovers that his former lover, Chae Seon-hwa, is an informant to the South Korean NIS Agent, Manager Zo. Chi-seong uses this information to corner Geon. An unlikely joint operation ensues to take down Consul Chi-seong, who is willing to protect his kingdom at all cost.
After the assassination of President Park, martial law has been declared. A coup d'état bursts out by Defense Security Commander Chun Doo-gwang and a private band of officers following him. Capital Defense Commander Lee Tae-shin, an obstinate soldier who believes the military should not take political actions, fights against Chun Doo-gwang to stop him.
