Manager Zo, an agent of the South Korean National Intelligence Service (NIS) discovers crucial information while collecting intel on North Korea's movements. Coincidentally, North Korean Ministry of State Security dispatches Captain Park Geon to investigate a missing person case in Vladivostok. However, the North Korean Consul General of Vladivostok, Hwang Chi-seong feels threatened by Geon's investigation.
